What's inside is a sims3pack that goes into the game's download folder to be installed by the Launcher. I prefer 7-zip and it also works on other file compression types. The usual choices are WinRAR (shareware, will nag to you to buy the paid version) and 7-zip (free and open source).
CAN YOU GET MODS FOR THE SIMS 3 WITHOUT NRAAS RAR
It should be downloaded elsewhere away from your game folder, such as to your Desktop or Windows Downloads folder wherever you prefer and a third party tool is required to get the contents out of the rar file. What's being offered there for download is a rar file. The game cannot read zips, rars, or 7zs and no files of these types should be in the user game folder. If the item is compressed (zip, rar, 7z), the download has to be decompressed meaning the content extracted first, and the resulting file handled as per either of the above. Note that package based content requires first that the Mods Framework be set up or else there is no way for the game to read them. Can you link us to an example of a download that doesn't seem to be working for you? And for houses, are you looking in the lot bin in Edit Town for them to show up there? In this format though, saved lots might be Library files. If the item is in package format, then it gets installed by adding it to the Mods\Packages folder and the game itself reads it from there, with no involvement from the Launcher at all. If the item is in sims3pack format, then it gets installed by adding it to the Downloads folder in the TS3 user game folder in Documents, then read and installed by the Launcher.
